Real Estate Transactions with Fire Sprinkler Systems

Quite often real estate transactions take place that leave the end user or purchaser/occupant unaware that they have issues pending that require resolution with their newly acquired property, that could be costly and are still unresolved.

When properties go through escrow and they have fire prevention devices in place, they are required to show documentation that those devices are up to current standard. Very often the seller or sellers agent has the required inspection performed, be it 5-year automatic fire sprinkler certification or annual fire alarm certification. The documents of inspection are turned over to the seller or their agent to be included in the escrow and title agency whether they are code compliant and pass or fail with repairs recommended or required.

Unfortunately, the title and escrow companies are not concerned or it seems they are not concerned as to the pass or fail status of the fire systems, only that an inspection report has been included so as to close escrow. Most often the property has failed the inspection and until the new owner has taken possession, and has filed for new business license in the city they have purchased in, then it is brought to that owners attention that previously filed 5-year inspection forms were not filed as passed reports, though there were deficiencies of which they are now responsible for.

Even after the fight with the escrow company, former owner, real estate agent and fire prevention office, the fact still remains that they are the proud yet disappointed owners of a new building that has fire protection issues that need to be addressed and are often fairly costly.

Residential Fire Sprinkler Repairs

Many times when arriving to a leak repair on residential fire sprinklers the home owner will tell us how they didn’t know how to turn the water off. Let me see if I can make this really simple – The “Valve” that turns off the residential fire sprinkler system must also turn of the ENTIRE water supply including the domestic & irrigation systems. If that means that you must go to the water meter because there is no convenience valve at the base of the riser where the copper supply enters your house, then you must close the water meter.

Residential fire sprinkler repairs may or may not need the drywall to be cut. Sometimes the leak is on the second floor and we can access it from the attic space, thus eliminating the need to remove the drywall. The technician will advise you and probably remove the insulation as a precaution. Residential fire sprinklers have a 95% success rate, but the rest is human error. Backflow Conditions

Water is designed to flow in ONE direction once it leaves the city water main and into the various plumbing and fire sprinkler systems. Water is NEVER permitted to flow backwards creating a backflow condition.

A backflow preventer device is designed to prevent backflow conditions and for this reason, the Orange County Environmental Health Department & the Local Water Department requires that all backflow preventer devices be tested annually to ensure water quality. Certain devices are designed for fire sprinkler systems and others are designed for potable water lines or irrigation supply lines. These devices prevent backflow conditions that involve back-pressure & back-siphonage, create air-gaps, and would prevent pesticides or chemicals from being drawn back into the potable water lines. There are reduced pressure principal backflow preventer devices, double check valve backflow preventers (for fire sprinkler systems), pressure vacuum breaker backflow devices, spill resistant pressure vacuum breaker backflow preventer devices all designed and approved through USC and the AWWA.

Every backflow preventer device tester must be certified through the Orange County Environmental Health Department or Los Angeles or Riverside County Health Departments to test backflow preventer devices.

Main Drain Test

Main Drain Tests of fire sprinkler systems are required during the annual inspection and does a lot more than many fire sprinkler technicians are even aware of.

The main drain test is the first outlet on the system side of the riser check valve that will help indicate whether there are underground obstructions between the backflow preventer fire department connection and base of riser. The main drain test also can charge the alarm line on the riser alarm check valve and operate the water motor gong because it opens the clapper as the water is flowed. If you close the post indicator valve in front of the fire department connection and open the main drain it will tell you if the fire sprinkler system control valve is closing fully or if water is bleeding by and passing through the main drain.

The minimum requirement for commercial building owners to have their fire protection contractor perform the main drain test or annual fire sprinkler inspection is once a year.

Fire Sprinkler Alarm Check Valve

Fire Sprinkler Systems require a “local” bell on-site to sound should a fire sprinkler activate that will notify tenants and surrounding occupants “FIRE” “Call 911″.

In a commercial building from as early as the 60′s & 70′s it was really prominent for fire sprinkler companies to install fire sprinkler riser alarm check valves to meet the local bell requirements. This was even before the code made fire sprinkler systems with more than 100 sprinkler heads to be 24 Hour Monitored by a Central Station Monitoring Company. These riser alarm check valves were mechanically driven by water and would charge up the alarm line, retard chamber, flow through the strainer and into the bell housing activating the bell. MAINTENANCE!!!!! If these 3/4″ & 1/2″ lines with check valves are NOT maintained they will corrode and back pressure the lines not allowing the riser check valve & clapper seat creating a backflow condition at the fire sprinkler riser. Alarm Check Valves are another device that prevent backflow conditions between the supply water and the closed loop of the fire sprinkler system.

And your bell will not work properly, thus not passing your Annual Fire Sprinkler Inspection, Quarterly Fire Sprinkler Inspection, 5 Year Fire Sprinkler Inspection Certification, or any other Fire Sprinkler Inspection needing a local bell to sound when the alarm test port or inspector’s test valve is used.

What is NFPA 13d

Design of Residential Fire Sprinklers falls under NFPA 13d. Can some please define – What is NFPA 13d?

Originally One & Two Family Dwellings would only require fire sprinkler systems when the house exceeded 5,000 square feet, or the developer/community spec’ed them into the construction program. Many General Builders (B) knew the 5,000 square foot rule and would detach the garage to stay under this threshold to save costs. Check out the link on the front page of http://www.precisionfiresystems.com/ and watch how effective residential fire sprinklers are. How foolish to omit residential fire sprinklers for around $1.75 per square foot and rob the home owner of having peace of mind due to the 95% success rate that fire sprinkler systems have earned. I guess there’s more work on a house if you have structural damage than if 13 gpm of water puts out a fire in less than 2 minutes… a light remodel ensues and would also be covered by the homeowner’s insurance.

So what is the NFPA 13d?

It is a standard that was developed from the National Fire Protection Association to offer a low cost solution for having a fire sprinkler system installed in one and two family dwellings that would contain and notify in a FIRE EMERGENCY!!! Many times the fire sprinkler system would suppress the fire and the responding Fire Department would assist in a clean-up operation, BUT the home owner will have escaped a full blown catastrophic and possible life altering event should a loved one have been lost. Under the NFPA 13d criteria certain size bathrooms and closets do not require a fire sprinkler. If you do not live on a cul-de-sac, you would not require attic fire sprinklers, but you would need to protect attic access and forced air units. It is a .5 density when developing the fire sprinkler design and only requires 2 fire sprinklers to be calculated in the hydraulic calculations. The benefits of having a residential fire sprinkler system far outweigh the detriments.
